INTERNATIONAL GPC EVENTS, by Mr. LB Baker. - Any country that competes in an international event such as American, European or any other, recognized by the GPC, has to be a current member in good standing of the GPC World (this wants to say? Paying fees for the World and their Continental contribution?), (can’t take part of another competition outside the GPC?). The following rules become effective: • Before a country can be connected to a Continental branch, it will be firstly satisfy to the World contribution fee. • The countries which have paid, however, their Continental contribution already, but refuse to pay a World contribution, the made World records and Continental records from 2006 of such a specific country will be removed from the record lists. Should we define the chest? - Today a lot of lifters are bringing the bar to the stomach with the tight fitting shirts. - A lot of injuries are happening because the lifters are dumping the bar on their stomach. - The lifters should be responsible for themselves but there is a liability for the meet promoter when a spotter loader is injured trying to catch the weight. • The rule, “the lifter shall lower the bar to the chest” is clear; this rule is completed with “not below the sternum”. Bob Packer World Vice president - That the GPC (the Global Powerlifting Committee, formerly World Powerlifting Congress/Committee) do away with all World Records made prior to 2003 before the WPC (World Powerlifting Congress) was broken away from and became the World Powerlifting Committee and then the now GPC. Reason: These records are those of the World Powerlifting Congress and not GPC. This opens up the opportunity for GPC Members to reestablish the records. The majority of countries agree. |

The Olympic Years would be the years we entertain new rule changes. Reason: A rulebook could be printed every 4 years so all federations would have current rules that would be stable for 4 years. Not accepted by majority of countries. A new proposal “changing the technical rule every 2 year”, (pair years) is adopted, by majority of countries. |

Dan Dvorák Czech President - Unification of all teen’s categories to one category Nationals, Europeans and World records will be legitimate as nowadays. This change could bring higher number of competitors in these categories. Not accepted by majority of countries. |

Dvorák Czech President - Cooperation between federations WPC/GPC/WUAP in terms of calendar of competitors. Time frame (4 weeks) for European championships and World championships. Ambition of higher concern of lifters and not fragment on prestige championships as Worlds and Euros. Establish the „big final" for these federations, where 3 best competitors of each category from GPC Worlds, WPC Worlds, and WUAP Worlds will take part. The proposal is canceled. |

Next elections for WPC-Europe will be during the 2005 European Championships. Elections for World will be at the 2005 World Championships. There is a general meeting scheduled in Vienna/Austria on Friday, December 05, at 21 pm. |

| AFFILIATION Affiliation with WPC-Europe will remain 100€, each year, payable in cash at each year's European Championships... Affiliation with WPC-World will be 200 € (not 250 us-dollars anymore), starting in 2004 (details about payment will follow later). A detailed money-situation will be posted on the official website, and updated regularly. This way everybody can see what the money is being used for! |

| WPC - Europe proposes to form new World Powerlifting Committee as of 2nd May 2003 which will consist of the present WPC - Europe committee which was voted in democratically and all decisions will be done so in future. The committee will be in place until 2005 worlds where at AGM re-election will take place and every 2 years there after. | |||
| Each countries President or representative has 1 vote only per issue. | |||
| World Powerlifting Committee will recognize all present world records. | |||
| The WPC - Europe rule book will be used and stay the same unless any new amendments have been made by the committee. | |||
| All new countries wishing to join the World Powerlifting Committee need to apply in writing stating who they are and who the president is that represents them, it will be put to committee and they will vote them in if there happy with info supplied, they then can affiliate to World Powerlifting Committee. | |||
| The annual membership to the World Powerlifting Committee will be from 1st January each year starting in 2004 the sum of 200 EURO. | |||
| All countries presidents may
put bid in 2 years prior to wanting to hold Worlds, Europeans or any
other international championships they want recognized by World
Powerlifting Committee at AGM. The 2 proposal excepted will be asked
to put package together meeting committees list of requirements and
present them at following AGM, where it will be decided by vote

| The AGM opened with the sad news that some lifters from France, on their way to the European championships, had a heavy car accident, somewhere in Germany. One off them is in a coma, The GPC organization feels the dismay and hopes for a quick recovery for these people and hope they can enjoy the powerlifting ranks as soon as possible. The lifters are Pierre Pothee, Marc Le Bolay, Mr. and Ms. Kubick Jean Marie. The Organization will send a letter to the French Federation. | |||
| PARTICIPATION CERTIFICATES: It will be an obligation for the organizer “to give all athletes a participation certificate”. all countries agree |

| CONTRIBUTION FEE: If a country doesn’t pay their contribution fee for that particular year, they, or an individual lifter of this country, will not be allowed entering the continental (European) championships. the rulebook in two parts. This request was also an item on the World AGM 05. By need and on the request of several countries, the rules book must become two parts, one part with Technical rules and another part with the “Constitution” of the GPC federation, this is a need by law in several countries. The secretariat will contacted the necessary people who are competent in this matter. All countries took note of this situation. |

the referees by Mr. Wim Elyn. To give a solution on this returning problem, the proposal is, that a referee gets a compensation of 50,00 €, for a day (6.00h) of working at European Championships. 50% of the European country fees of the year before will be used for these compensations. Proposal to obligation that each country have to delegate, for every 5 participants 1 International referee. Not accepted. |

| Subdivide of weighting, by
Mr. Bernhard Schwab (Austria). Proposal to split up the weighing-in, in a manner of, if a lifter have to lift in the morning, his weight-in will be in de morning the day before his lifting. If a lifter has to lift in the afternoon his weighing-in will be in the afternoon the day before the lifting. This prevents the too long waiting times for the athletes. The rule is only valid for Europe but it will be presented on the World AGM at Calgary. All countries agree. |

By circumstances with travel problems of members and accompanied by that of organization difficulties, in the future the continuing of the AGM will be obliged between the bench and the total powerlifting competition (for all clarity behind the bench and for the powerlifting competition).
